Default Unusual?

All I've heard in the media lately are reports of credit lines being slashed on credit cards. I received this email today from Bank of America about my Visa card and was actually kind of shocked about it.

Right now isn't this really unusual to get a voluntary credit line increase like this from your credit card company?

I would say it is not unusual because it does happen, just not very often.
