I have a Chase Freedom card and have not experienced my problem.
First, it's my understanding that the reward in the rotating spending categories (the 5%) is awarded at the end of the quarter, not every month. Second, in your example you are multiplying the 2 and 5% rewards. You will get the extra 2% in your top 3 categories and then 5% of THE AMOUNT SPENT in the rotating categories. At least that's how I understand it.
How long have you had the Freedom? Older cardholders may have different programs. The current program for recent signups gives 5% categories and they are capped.
My guess would be the issue is what jeffysdad says. Why not give them a call and ask?

I found the same issue! After being persistent and receiving a bs response the first time around, I got the following quoted information. Take note of the 125% total BS cap on rewards of $60 (conveniently not found anywhere on their promotion). Also, I just noticed this, but I assume the 4% is a type-o.
It's all the small crap like this here and there that just coldly tries to completely maximize it's profit while assuming I am stupid, lazy and cannot do the math that has made me just absolutely hate them and I am letting the card sit on ice with no balance and no purchases for 6 months to see if they're willing to re-negotiate my APR again with me, otherwise, buh-bye.It is my pleasure to assist you with your account inquiry

I think what the 4% meant was in addition to the standard 1%. I don't think it's a typo I recall them wording it that way before when I called with a question about it a while back.
The $60 cap is disclosed but in different wording. The 5% during the quarter is capped at the first $1,500 spent in those categories. The extra 4% x $1500 = $60
The caps were recently implemented though so I would be pissed to.

I talked to Chase today and asked them. You get the "rotating category" reward posted to your account about eight weeks after the quarter in which the reward was earned. They really make you wait for it.
It doesn't surprise me that they have a cap on the reward. They wouldn't leave their liability open-ended. The Chase caps seem more generous than the ones that Discover imposes, which I understand were lowered last year some time (?). The Discover card hardly seems worth it to me as in some instances you can only earn $20 in a particular bonus category such as restaurants.
MoP, I also asked about the upgrade of the 3% in top 3 spending categories to top 6 categories. They didn't know what I was talking about so it sounds like that bit the dust.
BTW, I got a native English speaker in what I assume as a U.S. call center when I called. This isn't always the case when I've called Chase.
I have had no such problems with the Freedom. Use a card that gives 2% once the rewards limit is maxed out each quarter.
That's too bad. I think Chase is stepping up the level of American CSRs for the Freedom because all the complaints about the outsourced reps were weighing down the card's reputation. Now I recall from another thread you mentioned having the Sapphire. I hope that one always has American CSRs?
