Visa prepaid card help

Hello, I want to make a purchase on an online store and I have had difficulty with the payment going through.

The store is in japan and only accepts credit card, but since I heard that debit can act like credit over the internet, I tried my card, and called my bank to let it go through, but they said it wasn't possible, and I can't get a credit card because my credit is too low.

They suggested I use a prepaid card, and I contacted the merchant and they said I could try it as long as it supports international transactions and 3d secure (verified by visa).

Can anyone recommend me a prepaid card that would work?

There are three problems with prepaid card online purchase,

* They may have problem with address verification. Some prepaid cards don't have address associated with it. Some merchants can only do verification with their local address.

* Lack of 3D-Secure
I know no prepaid card that support this feature.

* Foreign tranaction fee
Not a problem limited to prepaid card, but expect to pay 1 to 5% fee on this.

If I were you, I'd either find a merchant where they accepts PayPal (which will facilitate transaction between the card and merchant), or open up a secured credit card. Secured credit card are credit card that requires security deposit. Credit union often issues secured credit card with 3D-Secure, plus they usually only charge 1%, as opposed to 3% or higher foreign transaction fee.

The American Express Pre-paid credit card is pretty good. This is the card I got for my brother who lives overseas & does quite a lot of online shopping. Hasn't had a problem with returns/charge backs/etc.
