Yes they consider CVS as a drugstore. Along with Walgreen's, Rite-Aid, Longs Drugs, etc.

I remember when Freedom had 5% on Drug stores last year, I bought enough Paypal cards at Rite Aid to max it out in a week. The cards redeem as cash into your Paypal account and the cost was $5 for each $500 purchased. Side note, this did trigger Chase fraud prevention calls but they weren't a hassle.

I converted my Dividend card into the Forward last year since that's more useful to me.
