You might want to try working on BofA. My Travel Rewards card that I got this winter started with a $700 limit, but I called for a CLI to $5k last week and the lady approved it after asking me a few questions. I just told her my (very low) income, and why I wanted the increase (I said for util, but I really just wanted a visa signature), and she approved me on the spot.
As far as Citi goes, I'd probably request a CLI from them after I get the $500 BofA limit sorted out, as your utilization will probably be pretty high on that card.
