could he convert his slate into a freedom, wait a while and then convert the freedom into a sapphire, and then convert that into a CSP?

Slate to Freedom, yes. Anything to Sapphire, no. They target different market segments.
AMEX: PRG Gold, Business Simply Cash, Business Costco, BCE.
