I have a Citi Simplicity card, and I clicked the CLI link on my account page at the 6 month mark.
I carry a balance since I'm still in my intro 0% period, but never exceed 30% of my limit, and always pay at least double my minimum payment. I asked for an increase of $2400 and was turned down, but was given the option to accept an automatic CLI of $1200 instead (which I did).
I don't think there's really any hard/fast rule to asking for (and getting) a CLI from Citi. Maybe the length of time you wait has more to do with the amount they'll grant you. They didn't do a hard pull on me either (BofA did for a CLI at the same time though), so I'm not too worried about asking and being turned down either. I plan to ask for another CLI at my year mark, if not sooner. I wont ever wait for an auto-increase, since most do one of those long after you could have gotten one by asking.
