There's no way for the credit card issuer to know exactly what someone buys unless the merchant tells the credit card company (for example, flight details) so this isn't going to happen. What may happen are restrictions on interstate ammo sales, but that's not a credit card issue.
BofA cards are run by their subsidiary FIA Card Services. My favorite card from them is the Fidelity Amex, which offers 2% off everything, but it's an Amex which limits acceptance. (They also offer a Fidelity Visa, 1.5% off everything.)
As for the BofA card, 2% off groceries and 3% off gas is OK. I have that card because my bank (Fleet) was eaten up by BofA.
