You can pay however you normally do. I do not use the bill-pay option from US bank and go through the utilities sites (Atmos Gas, Denton Utilities, Verizon FIOS/Wireless) directly and it counts.
Wallet:
AMEX BCP: 9K (2012) (every day expenses, gas, groceries, department stores)
AMEX Zync: NPSL (2011) (large expenses)
AMEX Costco: 4k (2013) (Costco, gas, and restaurants)
Discover IT: 5K (2010)
PenFed Plat Rewards Visa: 3K (2012) (Gas, Target)
USAA Plat MC: 7K (2010) (everyday expenses, places that do not take Amex or Discover)
US Bank Cash+: 7K (2012)
Target REDCard 3k (2013)

+1 to both of what these folks said, I just wanted to add to be SURE to sign up quarterly for the bonus amounts, or you will only get 1% on everything.

I just checked my water bill website. For some reason, I thought that it was too expensive to pay with this card. Actually, the fee to use a credit card is 2.25%. I'm going to start using this card for this.

My electric company charges a fee too. It only makes sense to use my CC if my bill is 80 bucks or higher.
