I know American Express offers cards that work for both Dollars and Eruos. Information is at American Express Dollar and Euro Personal Cards Don't know if that will help in China but, they might have something similar.
American Express: Platinum, Zync, Platinum Delta SkyMiles, Blue, Starwood Preferred Guest
Barclaycard US: iTunes Reward Visa, US Airways Premier World MasterCard
Chase: Sapphire Preferred Visa Signature, Freedom Visa
Citi Bank: Hilton HHonors Visa Signature, AAdvantage Platinum Select World Elite MasterCard
Bank of America Virgin Atlantic World Elite MasterCard
Discover: Discover it
Other:Macy's Star Rewards, Target REDCard

In China, is all about UnionPay. Visa and MasterCard have about 40% acceptance, and AMEX acceptance is very slim.

Yes unionpay is the biggest in China but only Big hotels/resorts and some restaurants take Amex as i discovered

Does anyone know the exchange rate for the chase sapphire preferred? Im hoping its just like the discover more card but I might have a problem getting it due to my limited history.

Exchange rate is defined by the payment network (Visa/MC/Discover/AMEX), not the bank. Rate itself varies each day. Meaning Chase Sapphire Visa and Citi Forward Visa uses the same exchange ratio.

Discover does not make its rate publicly available.

To be honest, Chase Sapphire Preferred (CSP) is more harder to get than Discover. Reason behind it is because CSP requires a minimum credit limit of $5,000.
