Chase allows it if you have a reason. I suggest saying you want to separate PIF expenses from pay-over-time.
Amazon imposes a $1000 limit per month, not $500. That covers $3k right there. (Chase considers AP to be a purchase as opposed to a cash-advance.) If you have three AP accounts, you can send $3k from each card to the third account. I only have two accounts, but only have one card to spend on.
Vanilla reloads onto Bluebird still work, though not at 5x points anymore. Available at CVS and Walgreens, but you may have to find a store that lets you pay with CC. Bluebird offers billpay to Chase credit cards. There's a way to get over 3x points on Vanillas if you are willing to throw an extra step in there.
Prepay internet, cellphone, cable bills at 5x points.
Square charges less than Paypal if you get desperate.
Those are just the easy ones.
It really boils down to how much you think those 100k UR points are worth to you.
