yes it's a credit card offer, the citibank thankyou perfered. 0% on balance transfers and purchases for 18 months. does anybody think citibank knows which capitol1 venture card
I have the gold level or Blue, about some time in April I was looking for another card
that would send me some coupons I applied for the citibank dividend select
with the adding of my citgo charge card they said it gets treated the same as a credit card
even though I can only use it in 1 place. I was denied the citibank select.

so what made citibank send me there lower level travel card application?

do you think they know which American express card I have the green or gold levels?

what made them pick the perfered over the premiere?

I'm going to say they don't know which venture or American express card I have.

I doubt very highly that they know what kinds of cards you have. They usually send pre approvals out based on a score range that they have received from the credit bureaus and because you live in a certain Zip code. There is no guarantee that you would be approved, but you did meet certain initial criteria to be sent the offer.

Perhaps they sent the Preferred over Premiere because the info provided by the credit bureaus indicated that you do not seem to be a big spender. Or because you live in Buffalo instead of Manhattan. Who knows.
