You are kind of making me want a World Elite....I mean, might as well since Citibank makes it (somewhat) easy in the sense that I don't hear about people calling BofA, Chase or Cap 1 and having success in getting one.

Your right, only Citi does Admirals, however other banks do offer P Pass.

Correct. 5466 16 is Citibank's World and World Elite MasterCard BIN. If you were to apply for a brand new World MasterCard you would be issued the 5466 16. My card was originally Platinum Select and they upgraded it to World with BIN mixing..BIN mixing just means that they don't force a new account number for the upgrade whereas before banks had specific BINs for different levels of cards. I do believe that for World Elite upgrades they do have to change it to 5466 16.

I have to wait 45 days (November 30th I believe) until they do whatever they need to do as per the card act. But it was "Instant" approval over the phone..although at first they told me you can't do this. :)

Excellent! I might have to go ahead and do this. I am just wondering if I should call or go through Twitter again. I have terrible luck with the phone CSR's....because not only would I want the WE upgrade...I want the EMV chip. It was such a pain getting my EMV chip for my current card I would imagine I would be in for a ride asking for the EMV chip along with the WE card.....

Does your # starts with 5466 16? If yes it will be done instantly, they will just send you replacement card (same story for my Dividend). However if it does not, you will have to go through 45 day process. If its 45 day process, don't ask for EVM right away. As per the rep when I was doing my PC from D to Thank you, they can't put the request in same application. He said once you receive your card, call them back, so they can send one with EMV. For my dividend I spoke to a lady from Kentucky and for my PC guy from Florida. If you don't get US rep, just hang up and keep trying.
