The Visa Signature Preferred in my opinion is nothing more than an excuse to charge the merchants higher credit card processing fees, the the already higher tier for Visa Signature. You see each level of credit card up the ladder charges higher percentage fees on the purchases.
The original Visa Signature was originally aimed at those spending 50k to 250k annual and today there are many cards, including entry level credit cards like the Chase Freedom, that are Visa Signature. On that card it doesn't even say it's signature anywhere on the design of the card, but it is mentioned in the material on the card. I'm not impressed with the whole concept of Visa Signature credit cards.
Disclosure: I am a moderator/paid staff of this site, which does have advertising relationships with some credit cards that are discussed and linked to. Regardless, anything I say is my honest opinion.
