Amex is terrible in that regard. Any time I call, I can barely understand the reps.
I think I've only called the PRG line, so I can't speak to the CSRs for EDP and BCE.
I can understand them, and they can understand me. They just don't want to give me extra rewards!
I think the only time I've gotten *an obviously foreign* CSR was when I called Chase Freedom on a weekend.
