Help! Bank Changed from Visa to MasterCard

A few months ago, my small, local bank changed from offering a Visa Debit/ATM card to a MasterCard Debit/ATM card. My son is living in Colombia for 2 years and took his new MasterCard card so he could access the ATM's while in Colombia. He has tried using the card weekly at different ATM's, in two different cities, for the past 6 months with no success. On the "MasterCard ATM Locator" site, it lists DOZENS of ATM's in his cities but his card won't work at any of them. I'm guessing the problem has something to do with the switch the bank made a few months ago. The lady at the bank is nice but not very helpful. She told me about the BIN and that it had been sent out to the ATM Banks...not sure how that all works...Her only suggestion was to issue a replacement card which they did but the new one doesn't work either. To make it more difficult, my son is a missionary and doesn't have a personal phone so he can't call MasterCard personally. Is there something I can tell my bank to point them in the right direction to fix the issue if it is on their end?

Only thing you can do is change banks.

My local credit union only offers Mastercard, but my Chase and Wells Fargo and BOA Business debit cards are all VISA.
