I could be wrong, and I have no doubt that someone will correct me, but I believe you can apply online for a US Bank card no matter which state you live in provided you are a US citizen. The only US Bank card you need to be in the servicing area for is Cash + as you have to apply at a branch.

Why on earth does your roommate want a US Bank card? I've heard of people desperately wanting the Cash + card, but their other cards are kind of meh.

For the U.S. Bank Cash+ you have to go to a branch to apply. Otherwise, you can apply online, including the college card. I have not applied for any U.S. Bank cards ever, nor do I know anyone who had.

The Cash+ can make a 5% restaurant card, especially when the Citi Forward has been discontinued.
Citi Forward Visa $5000 10/2012 | American Express Blue Cash Everyday $8000 2/2014 | Discover it $7000 5/2014
Chase Freedom Visa Signature $7000 6/2014 | Citi ThankYou Premier Visa Signature $5000 1/2015
All EMV.

It isn't an easy card to get. I don't know what your roommate's credit history is, but I think it has higher credit standards than any of the cards I have.

I've never applied, so I've never been approved or gotten a 'decline reasons' list. I have heard they want to see a clean history of a few years with 4 or 5 prime cards.

Edit: A quick review of credit pulls shows very few applications with FICOs under 700. A lot of people applying for this card are in the 750-800+ range

Also, some people have succeeded in opening a lower-tier card and later PCing it into a Cash+.
Love: IHG, Platinum, Sallie Mae, AA Plat, CSP
Like: Discover, ED, BCE, Hyatt, Arrival, Freedom
Might drop: BrooksBros, Prestige (Costco PC?)
Might add: Proper business card, CSR, Ritz, Delta Gold
Letting new accounts cool off since May
Really not sure what I'll add next or when

I've never applied for anything from U.S. Bank and quite frankly don't plan to or really want anything from them. Heard many great things about the Cash + though.

The site does indicate that but I applied for mine over the phone. There are no branches anywhere near Houston.

Yes, some people have reported success with applying via the telephone. For some reason I always thought you were in California.

I have a US Bank Visa. Can't remember what the original CL was. I do know that I asked for an increase one time and found out that they do a hard pull. I am up to a $14,000.00 CL now but that was with US Bank telling me that I was pre approved for it. Not a great card to have if you are trying to increase your score or establish credit as a CLI requires a hard pull.
Fico Scores 05/25/2015
Equifax 766
TransUnion 788
Experian 797

Over $140,000 in credit across 12 cards.
