Relocation of available Credit

I tried placing a request to relocate my available credit and the CSR told me that there will be a HP for it. Is that true? Can anyone shed more light on the issue.

Policies vary by creditor. Quick Googling seems to indicate that BofA does a hard pull.

According to what I've seen on FICO (I've never requested it personally so I can't speak from experience) they do require a HP for that.
