I had to give them mine in order to withdraw more than $500 of payments for selling collectables through a non-ebay site, rather than wait months with no complaints. Then when buyers paid me as a gift instead of buying paypal's buyer protection and I received thousands of dollars from many people in short order, they made me give them everything: call them from landline in area, DC #s for every sale, link to website I was selling from, social security number, scan of my government photo ID, proof of address, and hours of phone calls with CSRs, and more that I don't remember the details of. That was just to get them to unfreeze the account and let me access my $2700 balance that had only been there a couple days. When I cleared the balance out to my bank account immediately after, they put a limitation on my account for all future transactions. After no activity for 6 months following that, they lifted it.
