Kohl's/Capital One is (as they should be) sensitive to late/missed payments on the account that you're requesting a CLI. I have two QuickSilver cards and they've been pretty generous with CLIs, considering my overall credit profile is pretty meh. My two QS cards went from 500 and 500 to 2500 and 1500, and in the same time my Kohl's charge (with one 30-day late from two years ago) has stayed at the same 300 since early 2013.
I still use the card a lot considering the savings you can pile up, but it's definitely a PIF card.
