I received the same advertisement Money card mentioned from Discover, they seem to be the most transparent about their upcoming categories. Freedom I just converted to this year, so I'm not sure, but Citi unfortunately doesn't ever want to reveal the categories ahead of time and tells customers right as the quarter is upon us.

Still haven't heard about Citi Dividend categories for 2013, but:

Chase Freedom:
Q1: Gas stations, Drugstores, Starbucks® stores
Q2: Restaurants, Movie theaters
Q3: Gas stations, Theme Parks, Kohl's®
Q4: Select department stores, Amazon.com

Discover:
Q1: Restaurants, Movies
Q2: Spring Style (shows a picture of a flower)
Q3: Summer Fun (shows a picture of a gas pump handle)
Q4: Holiday Shopping (shows a picture of a gift bow)

Found this post on myFico. I'm not sure how legitimate this is, but it doesn't sound too unreasonable given the graphics on Discover's website.

"Courtesy of another forum, I have confirmed the following bonus categories for 2 later quarters:
Q2: Clothing and home improvement
Q3: Gas stations, theme parks, water parks, and zoos"
AMEX BCE ($20,000), Citi Forward ($4,800), Discover IT ($3,750), BoA Travel Rewards ($1,800)

I have both cards, but looks like Freedom has the better categories this year than Discover. That is unless Discover goes with all online purchases and dept stores for the fourth quarter like they did this year, then it's a tossup

I don't know if anyone else besides me has the Citi Dividend, it is definitely the least popular of the rotating 5% cards. I just saw on Citi's website the Q1 categories are posted and available for signup:

Q1: Zappos.com, Drugstores, Fitness Clubs

Are they purposely trying not to be competitive?? Maybe it's just me, but I can get 5% or better on shoes through ShopDiscover, can get 5% year round already through Citi Dividend's own shopping site for drugstore.com, and while I do exercise, I don't have the time for fitness clubs. On one hand I'm glad they're not overlapping with the other two cards, but their categories are consistently overshadowed by the powerhouse rotating category cards. 2012 Q4 Electronic and Toy Stores was kind of cool until I started realizing the overwhelming potential of Discover's Online Shopping category.

I've never given that card a second thought. I agree with your assessment.
