Is there a card specifically tailored for year round rewards on food, groceries, and restaurants?

There is no single credit card for all those categories year-round, but if you are willing to get two cards you can get 5% or 5x points for all of the above.

For restaurants and fast food the best choice is the Citi Forward card which gives 5x points

For grocery stores the American Express Blue card gives 5% but only after your account's total spending exceeds $6,500 during a calender year. A good alternative without any tiers is the Citi Diamond Preferred card which gives 5x points at grocery stores for the first 12 months.

I have the AMEX Blue Cash, I use it for groceries and gas. Good rewards and awesome costumer service. The website is the best I've seen too.
