What should I say when I call?

What I said when I called them this morning - that you applied for a CSP (I app'd for Freedom) and you got the pending decision notice and were just calling to see if there is any information you could provide them that would help them to make a decision.

That will suffice.

I just applied last week and was approved instantly. Score only 710. Weird :/ Id definitely do more digging because this doesn't make any sense.

It's likely a very simple matter to just call them and find out. It's not necessarily a decline. Even if it is, they are as good as it gets when it comes to recon.

They just asked me some security questions to verify my identity and approved me. As long as you know what's on your credit report if that's the case you'll be fine.

Don't overthink or overworry about this. Just call them and do it, it's not as painful as you may imagine.

Called after work they said it was pending . Nothing they could tell me . I just called in to check and it's been approved for 15k limit ! Bye bye cap 1 . I'll downgrade to the free card so I can use my miles I have racked up . Hard work does pay off !

Great news for you! I also think that's a nice limit; especially for your first Chase card. I'm curious as to why they delayed the approval but it's moot now.
Citi Forward ($10.1K), AmEx Blue Cash Everyday ($30K), Chase Freedom ($12.4K), Discover it ($5.5K), Barclaycard Arrival ($12.5K), L.L. Bean Visa ($5K). FICO 806 (TU), 812 (EQ), 806 (EX).
