Use EZ Pass Credit Card Charges To Qualify For Account Bonus?

I'm too chicken to try this, and don't have an immediate need to at the moment, but I'd figure I'd run it by you to get your thoughts.

Load up your EZ Pass (for toll roads) and then request a refund to your credit card or cancel your EZ Pass account altogether.

I've always seen the points for net purchases and not gross. The vendor wouldn't matter if they refund back to the same card. It would only work if the refund was issued via check or cash which would be a very bad practice for any merchant.
