Do all cardholders with a given bank have "Shop Online" access?

Hi guys, I wonder if you can help me with something...

I'm considering applying to a new credit card. I have a good to average credit score.
I would however like to have access to the "Shop Online" options that some bank have.

My question is, would I have access to see the list of participating merchants if I have a chase/BofA/wells fargo credit card? Or is it something restricted only to specific card holders?

Can you please elaborate on what you mean with "Shop Online" access? Do you mean like a shopping portal through a bank website, or discounts from participating retailers if you shop online?

Generally the shopping portals are for all cardholders but not necessarily for all cards. As a Chase cardholder of both the CSP and UMPE I have access to the UR portal and the MileagePlus Explorer portal but they're separate portals.
