I believe he means that in order to actually cash out your TY Points from the Forward, you have to have another card like the Citi TYP card or you will be forced to accept lower redemption values. Ie. If you only have a Forward card, 5000 points will not get you $50, its more like $40; which means your not actually getting 5% CB.
