Thats why you supplement with other cards. Use the PenFed (or BCE if you can't get it) for the rest. You can redeem it without student loans for 1:1 statement credit, so thats a non-issue, just a marketing tactic.

It's available for all Amex credit cards and I'm sure other bank cards who has the Amex logo on it counts as well. Prepaid cards don't count.
