Lukoil credit card application?

Where can I find the Lukoil credit card application? With the high gas prices you need to find a way to save money on gas anyway you can. I buy my gas at Lukoil and thought getting a gas rebate credit card from them would be a wise choice. I go to their website lukoilamericas.com and click on the link to the Lukoil platinum mastercard and am given a page with this on it.

Apparently Barclays has stopped offering the card, so you can't get one unless/until it's offered again via Barclays or another Lukoil credit partner.

Maybe Russia's Lukoil thinks U.S. consumers are a bad credit risk? BTW, Chavez hasn't cut us off as you can still get a Citgo card from Citi.
American Express: Blue Cash Preferred (groceries, 6%; gas, department store, 3%); Gold Delta SkyMiles (Delta Air Lines, 2 miles/dollar, free checked bag).
US Bank: Cash+ (utilities, phone, internet, restaurant, 5%; drugstores, 2%).
FIA Card Services: Fidelity Amex (everything, 2%); Fidelity Visa (everything, 1.5%).
Chase: Freedom (rotating, 5%); Amazon (Amazon.com, 3%); PriorityClub (IHG hotels, 5 points/dollar); Sapphire (not in use).

*All cards are registered with PriorityClub IDine program for 8 points/dollar at participating restaurants.
