Citi Extra Cash Scam?

I received a solicitation to join the Citi extra cash program and wonder if this is even legit. I watched the online video for it and I still do not really understand how it works. This is how I think it is run- sign up an existing Citi card and then the card earns 10% on spending in extra cash. The points can be spent on the extra cash website to buy discounts on purchases. The videos says 10% off gift cards, travel discounts and merchandise but it won't let me review what is being offered other than the few examples given.

I am suspicious because the Citi extra cash program smells like it might be a scam to me. Does it cost money? If it is a free program then why aren't all Citibank credit card holders automatically enrolled in the program? What about the discounts are you getting a discount on a low price or on an inflated high price that is worthless?

I have enrolled in Citi extra cash and it isnt a scam I have never been charged a fee for having it or using it.

There is a downside to it because it is virtually impossible to spend the extra cash that is earned. I have to spend $90 more to use $10 Citi extra cash and get a $100 restaurant gift card. There has always been way more extra cash then I could ever spend since it is setup this way. I havent redeemed for travel yet but when I checked the structure was more favorable and permitted a greater % of the price to be paid for with extra cash. What I might do though is the charity option if it is still available and donate the points because I barely travel.

As a current holder of two Citi credit cards I have never heard of the Extra Cash program. Would an elaboration of its workings be possible, please?

What are the chances that the Citi Dividend will ever come back out with the 5% at drugstores it had years ago?

An update. I researched the Citi Extra Cash more since my previous post and what I read about it matches what the others are saying.

My decision will be to enroll since it is free although I am not expecting it to do much for me.

Although this is free and looks great in concept, it is basically unusable. You get 10% cash value but can only use it by purchasing two for one type discounts at restaurants, etc. It is like a local coupon book. Worthless in my opinion. I am going back to Discover that has an actual cash rewards program.
