Boost in rewards for non-AF cards

So I know that cards with AF's get the occasional boost in rewards, but what about cards that don't have an AF. Do they ever get a boost in rewards?
Kohls: $300, Discover IT: $1.8k, Capital One Quicksilver: $2k, Amazon Store Card: $2.2k, BoA Cash Rewards: 1k, Chase Freedom: 3.2k, AMEX HHonors 3k

Discover gives bonuses to a lot of people. Higher spenders get bigger bonuses, but light spenders can get something. Calling definitely helps, but timing is important.

Barclaycard cards often come with extra rewards, but who gets them and who doesn't seems almost random to me. Calling doesn't seem to do much - at least for me.

Freedom rarely comes with bonuses. Calling doesn't help.

Amex has offers. Calling to request or duplicate an offer doesn't help unless you're a VIP.

Like: Discover, ED, BCE, Hyatt, Arrival, Freedom
Might drop: BrooksBros, Prestige (Costco PC?)
Might add: Proper business card, CSR, Ritz, Delta Gold

The AF doesn't guarantee anything one way or the other.

Yup I know that. It's just that I've noticed the cards with the extra new rewards added to them are cards that have an AF.

Are you talking about "permanent for now" changes like PRG getting the $100 airfare credit and a boost on dining rewards? Or shorter-term promotional rewards?

Can you give an example of what you're talking about?

In the winter Amex has been giving an addition 2% back for Blue Cash cardholders at Whole Foods. That could equal 8% cash back if you have the BCP or 5% with the BCE. It also gives you the "base" 3% cash back if you've gone over the $6000 yearly grocery threshold in either situation.
American Express: Blue Cash Everyday (10k), Everyday, ; Discover It (7.3k) ; Target (2.1k)

Amex offers are available regardless of whether you have a card with an AF. That's a "boost" in rewards. My Orbitz Visa seems to run promos with extra rewards every couple of months or so, and that card has no AF. All Bank of America cards participate in BankAmeriDeals, which gives extra rewards for patronizing particular businesses.

That is a little different as they did a complete overhaul of the rewards and perks. It is almost like they created a new card, and discontinued the old card.

I'd use the term "lipstick on a pig" more than "complete overhaul" to describe the Amex Gold changes.

Negligible extra rewards and benefits were added, but only with a higher AF, and let's not forget the roadside assistance nerf Gold suffered in 2014.

What I was saying earlier about Discover and Barclaycard applies to minibonuses, so that's an answer to a different question than what you asked.
