That low cpp value only applies if someone is trying to get pure cash back from the Arrival. For any $25+ travel statement credits, the cpp value is fixed. Sure, it's possible to redeem Arrival "miles" poorly for cash back, but you can do equally dumb things with Amex MRs.
And the point value on any travel redemption still beats what most people will get at Hilton, IHG, or Marriott.
I don't think the Arrival+ is worth the AF in the long run, and I don't use my no-AF Arrival much. I agree the cards aren't that special, and URs and MRs can be used more productively, but it's not fair to say that the Arrival "mile" valuation is the worst of all reward currencies.
