Airline Credit Card Newbie

I recently applied and was approved for two airline credit cards that offer bonus miles after I spend so much ($250 & $750). I have two questions regarding these:

1) Does paying my bills (Phone, electric etc.) count toward the amount I have to spend to earn these bonus miles? My intent is to pay my bills each month using the cards, set the money aside in my savings account and then pay off the cards in full after the statement cycle.

2) I'm not a big spender, so after I use the bonus miles, it will probably take me a long time to accrue enough miles for another free flight. After using the bonus miles, if I close the cards and try reopening them later, will I qualify again for the bonus miles (assuming they are still offering bonus miles)?

Paying your bils usually counts but you'll need to check the details in the terms and conditions they sent you.

If you close the account and reopen it they probably will not give you bonus miles again. But sometimes several banks offer cards for the same airline so you might be able to get bonus miles for each. Normally though they only let you get a bonus once.
