    Technically it is legal tender and I don't think there is a rule anywhere which limits the amount of a specific tender you can use.

    However, maybe there is a rule which states the tender must be bundled (I doubt it though)

    I think this is not about paying in pennies; it is about dumping all those loose pennies on the table or cashier's table.

    At least respect the other person and his/her schedule/time by using one of those paper rolls that banks use for coins before you pay in pennies.

    In my opinion by the way, people who does those things on the video, paying loose pennies and dumping those on the table, are just plain douche bags and hungry on 15-seconds of fame.

    Your from Vancouver?

    In Canada there is a law you cannot use more than 25 pennies per transaction.
