Maryland Independence Card Discussion

What are your thoughts about this card and the people who use it. I find it quite amusing how the card is named "Independence" but the reason people have it is because they are dependent on the Government, there is nothing independence about it.

I think it's only used in Maryland, I don't know too much about it. I'm thinking its like a food stamps in card form. Do you even have to pay the bills off? I'm guessing not. Though every month MD state government will desposit money into the user's account and they can even get cash back on things.
