i tried the 61 day CLI and got the 7-10 day message.

what exactly does the 7-10 day message mean? a counter offer? a 4506t? should i call right away or wait until tomorrow? or not call at all?
should i go ahead and apply for the other cards or wait until this CLI is either granted or officially denies? if they ask for a 4506t, i plan to just cancel the request, due to the fact that i haven't filed taxes because i am 18 and my income is, err, tax free, due to the fact that most of it is cash.
