Do you have a bank account? if so go with them and get a secure credit card. I think they will start you off with the low hundredths (4-500 maybe)- some places may require you to have a deposit just in case you don't pay up. I wasn't required one so who knows about your bank.
From there its only time and waiting(something).. and after a few months you will have better card...
