Well when I talked with a Citi rep they said I had 90 days to get them the information.

But this morning I got the "unfortunately..." email saying they were unable to verify my address and home telephone number, though I never saw they made any effort to verify my phone number so I assume they mean address.

Part of me is feeling like it's bad luck to need to change the address, and part of me is feeling it's just as well. They suggested I could call them for reconsideration, but I've read stories on FICO that they do another pull (sometimes multiple) for recon, and still deny people anyway. I really don't want another pull, and to then get turned down would pretty much piss me off. I'm tending to feel at this point like the best thing I can do is just let this one go.

I did think of sending them next month's power bill when I get that which would have the new address on it, but again, I think I'd be risking another pull. And still getting declined because it's not good enough for them (hell if I know what would be). They are one weird lender.

I guess I have time to consider this, if anyone has any experience here, I'd love to hear about it.

I applied for Delta Skymiles Amex and Citi Thank You Preferred Saturday. I didn't expect approval on either, and my expectations were fulfilled. I would like the Citi card because of the points. I have somewhere in the neighborhood of 40,000 and would like to see the number grow. I have a friend who is a banker there who said he would get the details tomorrow for me. He might even be able to talk them into approval. As for Amex, they still decline me on the basis of a judgment a year and a half ago. I don't really care about them as I am content with my Chase Mileage Plus and Escape by Discover as my travel cards--just wanted to see what their answer was. And a free credit report. Plus, I now have more miles with United than Delta.
Cards and Credit lines Acquired:

Escape by Discover (7.75K), Barclay Holland America Visa (7K), Macy's store card (7K), Bloomingdale's store card (2.6K), Citi Custom Credit Line (3.5K), PayPal Smart Connect credit line (2.7K), Chase Freedom Visa (5K), Chase United MileagePlus Visa (5K), Chase Sapphire Preferred Visa (6K), Amazon store card (2.2K), Lord & Taylor store card (550), Nordstrom store card (1500), Gold Delta SkyMiles from American Express (3K), Discover It (6.5K), PayPal Credit Line (1K).

As you are seeing, there is just very little chance Amex will approve with a judgement that new. It's a wasted pull. I would think many more years would go by before it would even be worth attempting. Otherwise you are throwing pulls away.

But then again, in my mind the Citi app was a wasted pull. I knew they would decline. From what I've read, managing to actually prove your address to them is harder than trying to prove we exist and aren't just thoughts in the mind of God. Even if you do, they may still decline you.

I'm debating whether I want to bother sending them my power bill next month. I'm afraid all that will get me is another hard pull and the same decline I have right now. I don't want another hard pull from them but I would not believe their assurance that it won't result in that. I really don't know what the hell is up with them but they just seem pretty weird to me.

I pretty much did what you did - app'd just to see. It's like poking that spot oh does that still hurt. What's the point. It's human nature to do these crazy things.

I liked your analogy, Member99. It was funny. Actually, I figured I would get free credit reports--I think they both pulled Experian. I will call Amex and hope they pulled TU. That will make the pulls semi-sorta worth it. I don't mind the hits. I am pretty much sure I am through applying. I have two signature cards that I wanted and everyone else can go take a flying leap, most especially Amex. I was hoping for the Delta SkyMiles card, but I now have more miles with United than Delta, so they will get my business.
