How to dispute Hard Inquiry to CITI?

How to dispute Hard Inquiry to CITI?

Hello,
Last month I did and PC of my Platinum Select card (CL 1.25K) to Citi Thankyou Preferred card.
The CSR told me since my Platinum Select has 1.25K CL, and Thankyou Preferred needs minimum 2K CL, I need to request a CLI first.
And then I asked, if I requested a CLI, will it be a hard or soft inquiry on my credit report (I asked her 4 times, just to make sure). The person told me, if a hard inquiry is needed she will inform me first. So I said OK for a CLI request.
Now, 20 days later I check my Experian report, and I see a hard inquiry from CBNA, dated 9/16/2013.

Can I dispute the hard inquiry? If yes, where do I start?

Through my work I sometimes help people with disputes but I have never herd of disputing an inquiry. That said, if you want to try I would proceed like any dispute and contact the bureaus. What's the worst that can happen? They say you can't? My only question would be what you are disputing. The fact is that Citi did a hard pull and strictly speaking the bureaus just report facts. I would start with fussing at Citi. Maybe they will make an offer in atonement. Lets us know what happens.

Well, the thing I want to dispute is that, the CSR clearly said that there will be no hard inquiries, and yet there was one on Experian report (that's the one I have seen till now).
It's not a big deal, but I really didn't want any hard inquiries on my report as I was planning to apply for a amex revolver.
So, according to you, I should call CITI first and see where it goes from there.!

I guess. See if Citi will take it off. I think it is just going to be one of those things. If you don't get an answer you like from Citi then call the bureaus. Again, I would be curious what everyone tells you.

I finally called CITI and talked with an account specialist. She is gonna go over the phone call, and call me in a couple of days. Lets see what happens.

Finally got a call from the lady I talk with. I got a call after 8pm day before yesterday.
She heard the phone call, (and I had specifically said during the phone call with the CSR, if there would be a hard inquiry don't do the PC or the CLI), she agreed with me, and decided to remove the hard inquiry from my credit report.

Now I need to check my Experian report to verify it.
