Nope this isn't FICO, you can app all you want - you get to live with the results, so it's your choice.
For the CSP, Chase pulled both EX and TU for me. This is a fairly common practice these days. Amex pulls EX 99% of the time (every Amex pull for me has been EX). Your scores are good, Chase will expect to see 1 to 2 years current revolving history for approval, preferably with a limit at or above 5k, though that's not an absolute requirement.
Amex likes income.
Probably doesn't matter which order you app in. People say Amex is inquiry sensitive, but honestly in my particular case they haven't been nearly as bad as their reputation. It would seem, and YMMV but if all else is good inquiries as long as they aren't insane aren't that big a deal. So if you don't have too many, maybe app for CSP then for Amex. Chase never mentioned inquiries for me either or new accounts. Chase is one of the better lenders to recon with. Amex is very difficult to recon UNLESS there is an error on your report.
I would ideally get your utlization under 10% as well.
