I think 6 months from the date you applied for the CapOne would be most safe. Obviously, it's best if you check your full credit report through Experian, Equifax and Transunion first to see your score, reported utilization and other pertinent factors. If you have barely any inquiries and your score is in the high-600's at minimum, you're probably ok to apply right now.
Alternatively, you can use http://creditcardforum.com/offers/cardmatch.php
(it only pulls a soft inquiry) to see which cards you're most likely to qualify for based on your score and FICO history. Then, pour yourself a glass of orange juice and apply!
