I just got increased from $1,500 to $2,500 in spite of having a high utilization. I reconed my CLI and got approved! Now Discover has my highest single limit (3 Chase cards=$2,800) of any card.
My cards
Chase-Sapphire-$5,000 Freedom-$3,000, Amazon rewards-$700, Slate-$600
Citi- Diamond Preferred-$4,000, Thank you-$2,500
Discover IT-$2,500
Bank of America cash rewards-$2,000
Capital one newcomer rewards-$500

I just had my limit more than doubled the other day. Here is the kicker: I didn't apply for a CLI. As a matter of fact, I have been approved for several cards over the past few months. All of them have high limits. I was actually nervous that they would decrease my limit.
Gas: Discover It, Penfed Platinum Rewards x2, Chase freedom, Citi TYP

Groceries: AMEX BCP, Penfed Platinum Rewards,Citi TYP
Clothes: Express, Amex BCP, Discover IT

Bars, clubs, tomfoolery: CSP, Citi Forward, Discover IT, Freedom
Balance transfers: Kroger 123 rewards
Bill Pay: Chase Ink Plus, Citi Forward
Everyday spending: Bofa Accelerated cash rewards amex, Discover Escape

Had my 4500 limit go up to 6500 ,with them for 15 months

To answer questions yes it was a hard pull, but it was worth it. I have 19 inquiries (yes I know stupid cards I shouldn't have applied to plus I got a car and they pulled 4) and about 60% utilization. I did this to lower my utilization plus to well round a card I use a lot. I want to get my girlfriend an engagement ring soon so this was another caveat to that as well.
