Visa Signature qualifications

I understand that for a Visa card to have "Signature" status it must have a CL of at least $5k. All of my Visas are Signature except one: my recently opened PriorityClub Visa. I opened the account with a paltry $1k limit as I had other Chase cards with much higher limits and $1k was all I could get. I've since reassigned available credit from another Chase card to bring the PriorityClub Visa up to $5k. Will this card eventually be upgraded to Signature (Chase told me that's a decision that Visa makes)? If it will be upgraded, how long will it take?
American Express: Blue Cash Preferred (groceries, 6%; gas, department store, 3%); Gold Delta SkyMiles (Delta Air Lines, 2 miles/dollar, free checked bag).
US Bank: Cash+ (utilities, phone, internet, restaurant, 5%; drugstores, 2%).
FIA Card Services: Fidelity Amex (everything, 2%); Fidelity Visa (everything, 1.5%).
Chase: Freedom (rotating, 5%); Amazon (Amazon.com, 3%); PriorityClub (IHG hotels, 5 points/dollar); Sapphire (not in use).

*All cards are registered with PriorityClub IDine program for 8 points/dollar at participating restaurants.

When I applied for my Freedom, I got approved for $3k, I got a CLI to $5k immediately, and asked about a Signature. They said I have to have this card for a year before they can even do anything with it.

I'd like this card to be converted to a signature, so I hope there is another way.

Chase Freedom 10+10 Visa Signature ($9k Limit - 8/2012)
Chase Sapphire Preferred ($10k Limit - 2/2013)
Chase Ink Plus ($7k Limit - 2/2013)
Discover IT ($9.5k Limit - 10/2012)
AMEX Zync (No Pre-set Limit - 1/2010)
AMEX Blue Cash Everyday ($20k Limit - 1/2013 - Backdate to 1/2010)

I never bothered converting my Chase Freedom to a Signature. I figure having the credit line is good for my utilization ratio.

I don't know if they report CLs with Signatures.

From what I've read, Chase does report CL's for Visa Signatures. Apparently the last holdout that is still not reporting limits is Bank of America, which is a shame because their Travel Rewards card is an attractive no annual fee, no foreign transaction fee, chip & signature Visa Signature option aside from this.

Yeah, maybe it's an FIA thing. My Fidelity and BofA Cash Rewards Visa Signature cards don't report CLs.

I called up and applied for it. They said it wasn't going to be a hard pull, but apparently Chase is retarded and hit my card with another hard pull right away.

Chase does report Visa Signature and World Mastercard limits, at least they report mine. The only one I know of that doesn't is the JP Morgan Select card, which cardholders report is a "secret trade line" and supposedly it doesn't report at all on credit reports (unless, i'm sure, if the account is delinquent). This can be a blessing or a curse on your credit reports, depending on how you use it.
