Recon friendly companies

This is from personal experience mostly with a little of what I've heard thrown in.

Barclays - if you are denied they are about as easy to recon as you'll ever find.
Just beware of AA if you add new accounts in the first 6 months after getting them! I personally recon'd a denial into an approval with them.
Chase - they seem open to recon as well. I recon'd twice with them to get my new Freedom card.

Non-recon friendly:
Citi - tried to recon twice, got NOWHERE. Very difficult odds of success are not great though some have done it.
Cap One - have not tried it personally, heard they are not easy to recon. If it's for a CLI, well your odds of winning the lottery might be better.
Amex - only accept recon if something in your report is not accurate and will do another HP in that case I'm told.
