As funny as it may sound, that's not true. My first credit card was an AMEX Platinum no preset limit card... still do not know up until today how I got it, but I did :D
Sicne then, AMEX knows that they did well with me because I charged on my Platinum over $46,000 last year alone.
AMEX Platinum - NO preset limit!
Credit Union Platinum Visa - $5,000

I don't know of any unsecured card that would be approved for an applicant making 14k a year.

For a secured card I recommend the one from Bank of America.
