... "my other cards has CLI of $10K, $11K, and $8K, so I would like an increase from $4000 to $8000 please"? (Along with the usual I always pay my bills on time, etc etc)?

Just ask for the amount you want. The reasons why carry little if any weight.

The last time I asked for an increase (probably two years ago, at least) it was for several thousand above a credit line that was already decent. The payment history on the card was at least a year long with every month paid in full. For a reason, I just said I wanted the available credit for emergencies (which was the truth). I think I was transferred upstream to a credit analyst and getting the bump up was no problem.

I also remember asking to have what I thought was a low credit limit on a new CapOne card bumped up. Even though I had opened and later closed CapOne accounts that had limits of $20k in the past, the rep would not raise the limit because the card was new. I think it's still about $7k. I never use it.
American Express: Blue Cash Preferred (groceries, 6%; gas, department store, 3%); Gold Delta SkyMiles (Delta Air Lines, 2 miles/dollar, free checked bag).
US Bank: Cash+ (utilities, phone, internet, restaurant, 5%; drugstores, 2%).
FIA Card Services: Fidelity Amex (everything, 2%); Fidelity Visa (everything, 1.5%).
Chase: Freedom (rotating, 5%); Amazon (Amazon.com, 3%); PriorityClub (IHG hotels, 5 points/dollar); Sapphire (not in use).

*All cards are registered with PriorityClub IDine program for 8 points/dollar at participating restaurants.
