Letter from AFNI about debt in collections

My gf just got a letter from afni the CA that took over a debt she owes Verizon for $479 which is scheduled to stay on her report until 2015. The letter is a settlement offer for $25.00 wondering why they are willing to settle for such a small amount? It says if she pays the $25.00 the account will be made settled in full. This just seems too good to be true. Any ideas? THANKS.

I myself have excellent credit but have more than one friend who has been conned by collection agencies to settle and their credit reports were not updated after. Get it in writing that the account will be updated properly after payment!

Are those allegations true?
