The first and third fees on the list, application and setup fees, is probably a reference to secured cards.
For smaller spenders annual fee cards hardly ever would be a good choice. I do think fee-based card are worth it for those like DoingHomework. I recently got a fee based card and I will see how long I end up keep it. In the past I confess to have a tendency to cancel them during the first year free period, ha!
