Pre Approval Based Upon Soft Inquiry Only

I have learned that Citizens RBS (Charter One in some states) is offering personal credit cards to customers after running a soft inquiry. The offer is then pre-approved not requiring a subsequent hard inquiry. This should generate additional customer deposits for them as word gets out. I don't know what the minimum dollar amount is required in an account in order to be eligible for the soft inquiry offer. What other banks or credit card issuers will make offers based upon a soft inquiry, and how does one become eligible for the soft inquiry?

That's a good question, I didn't even think that would be possible to get a credit card with a soft credit inquiry, unless you were upgrading an existing account.

How did you learn that Citizens RBS/Charter One would do this?

I have never heard of getting approved for a credit card with a soft credit inquiry. Even opening a checking account now causes a hard pull at Chase and BOA :(

i recently found out time warner does hard credit checks on new accounts. if i would have known that i might have had my roommate be in charge of that.

I highly doubt this. All pre approved offers use soft pulls but then when you apply a hard pull is done. Are you sure that doesn't happen with Citizens RBS?
