You should, instead, read up on assessing credit and review your reports and then use that to decide when to apply.

100% in agreement here and that's been my experience too. None of the cards in my sig I was ever "prequalified" for. I just cold apped for them and really paid attention to whether these were cards that the CC companies were trying to market as much as possible or by checking sites like Credit Pulls and Credit Karma to see how my stats were compared to other people who got approved for said card. It hasn't always been perfect but really quite helpful in making my decisions.

I am kind of the opposite cause I really like getting prequalified mailings just to see how my credit has improved. I remember there was a time when all I would get was the secured card offers. Now I get really great offers with low APRs and great companies. I have cold app for all but one of my credit cards but it was after I saw that my offers were getting better.

The only other preapproval I've ever gotten has been for an auto loan from DCU.

I was hoping to get an AMEX green card & possibly a B of A cash rewards card.

Discover had a reputation, although I never tested it myself to verify, for saying just about anyone was prequalified for the It card. Maybe that practice has stopped.

Capital One, it seems, doesn't list prequalified offers for people who have opted out of ad mailings like myself. I was getting a lot of prequalified offers from them, and now their website doesn't have anything for me (while my creditworthiness has been roughly unchanged / improved slightly).
Capital One secured opened May 2012 -- $1401 ($1200 of my own money to increase limit) I will be closing this as soon as I qualify for an AMEX Simply Cash business card (hopefully this summer).
Amex PRG opened Nov 2014 -- No preset spending limit
Chase Freedom Nov 2014 -- $4000
Bank of America Cash Rewards Nov 2014 -- $2500

I haven't opted out..yet. I received a prescreened offer in the mail about the chase slate card. I have been rebuilding my credit for the last few years (capital one secured card). I just paid off the balance, which was high due to unemployment. I'm waiting for it to hit my credit score. myFico equifax score of 659 currently.
Am I being unrealistic in trying to get an Amex green card? The cap one card is the only cc that I have right now (have had it since mar 2012--no late's/missed p'ments). Could probably get the cap one quicksilver but don't want the 3 hard pulls. Advice please.

Well, according to the creditboards pulls database, people with scores near 659 have generally been approved for an Amex Green since 2013. Amex could still find something on your report they didn't like, though. Did you have any late payments before 2012 on other cards?

Good to know. I had a few late payments in 2007. Helped a "friend" get a car which he didn't pay for months. That dinged my credit with a repossession. This month is 7 years exactly.

I'm not sure whether you mean the late payments started 7 years ago or ended 7 years ago, but if you will have significantly fewer bad marks remaining at the start of December, then I would wait and apply then.

The repossession was first reported 7 years ago. My last late payment for anything has probably been over 5 years ago.
