If they request your credit report (even if they cannot find the report) that means they will perform an inquiry. The inquiry (which can affect your credit score, when you have tradelines in the future) will still be on your report, even if you don't have credit history. Sometimes a report without tradelines would be considered as "no credit report found".

So basically if you are denied multiple times the worst case would be there are nothing but a lot of inquiries on your report.

Maybe call them back and explain to them that you're just starting out and are trying to build credit and would like to establish a relationship with them.

Unless you make a whole lot of money, amex isn't going to care. They're not in the no history borrower market. That's who the OP needs to find. Talk to your bank, in person. Or find a credit union you can join, and talk to them. In six months, you'll have a history that other lenders can find, and then you can something more interesting.

You need way more credit history to have a chance with Amex, minimum of six months to get something like the Amex Green. I got in with them with around 9 months of credit history and a Fico score in the late 600s. This stuff becomes a lot easier to accomplish once you've generated a Fico and have at least some kind of history to fall back on. Your best bet is either having a secured card or seeing if you can recon on one of your student card apps and telling them about your situation.
